China trying to control monks, incarnation system: Tibetan PM-in-exile

Tibetan Prime Minister-in-Exile Lobsang Sangay condemned the Chinese government's spiritual cataloging system and termed it an attempt to control the reincarnation system of Lamas in Tibetan Buddhism.
