Approximately 22 per cent of the Budget has been allocated for development, 13 per cent for education, 11 per cent for agriculture, and six per cent for health. Khanna announced plans to develop an Artificial Intelligence City and establish a cyber security research park.
Smart classes and modern laboratories will be introduced in schools and polytechnics to enhance education infrastructure. The government will work towards upgrading 58 municipal bodies into model smart municipal bodies, with a total provision of Rs 145 crore.
The Uttar Pradesh Building and Other Construction Workers Welfare Board will construct workers' bases at district headquarters, offering canteens, drinking water, bathrooms, and toilets. The ‘Zero Poverty Abhiyan’, launched on Gandhi Jayanti 2024, aims to identify and uplift the poorest families in each Gram Panchayat, ensuring a minimum annual income of Rs 1.25 lakh.
The Budget reflects Uttar Pradesh’s recognition as a "front runner state" by NITI Aayog, highlighting improvements in health, capital expenditure, and economic growth. The state’s fiscal deficit remains within prescribed limits, with efforts in place to increase development expenditure and reduce debt.
Uttar Pradesh’s tax receipts are among the highest in India, demonstrating strong financial management, according to an RBI report. The Gross State Domestic Product (GSDP) has doubled since 2017, projected to reach Rs 27.51 lakh crore in 2024-25, with per capita income rising from Rs 52,671 in 2016-17 to Rs 93,514 in 2023-24.
