One person was killed while five others are missing after an under-construction building collapsed in Karnataka's Bengaluru on Tuesday, police said. According to officials, the incident occurred in Horamavu Agara area on Tuesday afternoon. At the time of the collapse, there were 20 people inside the building. "Twenty people were trapped. One of them has died, and 14 were rescued. Five are still missing," D Devaraja, DCP (East) Bengaluru, told ANI. He further added that a rescue operation was underway to locate the missing people. According to locals, the incident took place around 1.00 pm. "A total of 20 people were there. Seven of our workers were on site, and one of them has died. The building collapsed due to heavy rainfall. It was a seven-story building. Three others have been injured and hospitalised," said an eyewitness. "We are labourers working here. When we were on a lunch break at around 1.00 pm, we heard a loud sound, and the building started shaking. A man who was working inside the building died on the spot," another eyewitness, Mehfoos, recounted. More details are awaited. Kumar, accused of assaulting Maliwal on May 13 at the former chief minister's official residence, is currently out on bail. Judicial Magistrate Gaurav Goyal referred to some judicial precedents and said, "It is clear that the prosecution is required to supply a list of unrelied upon documents, along with the relied upon documents to the accused. Thus, the contention of the additional public prosecutor that the list of unrelied upon documents cannot be supplied does not hold water." The court, however, made it clear that according to the precedents, only a list of documents had to be provided and that the prosecution was not required to provide the actual documents. "Accordingly, the state is directed to file a list of the statements and documents/material objects seized but not relied upon by them and supply a copy," the court said, disposing of the application. Kumar had also moved a plea for supply of deficient documents, including the application made by the prosecution to the chief medical officer (CMO) of AIIMS, some call detail records of Kumar and a copy of a pen drive having CCTV footage. To this, the investigation officer informed the court that some documents mentioned in the application had been already supplied and that the call detail records from May 12 to May 17 and the screenshots of the WhatsApp messages dated May 13 sent by Maliwal could not be provided as they were not taken up for investigation. Regarding the pen drive containing the CCTV footage of the CM house's drawing room, the IO said that it had been deposited for examination to the National Forensic Science University at Gandhinagar and Kumar would be supplied a copy after the pen drive is returned. The officer also said that no "breach report" dated May 13 had been prepared. He said that the original application was made to the AIIMS trauma centre's CMO to examine Swati Maliwal and that no separate application was available. Regarding some other documents, the officer said that they could not be provided as they contained a sensitive list of officers posted at the Chief Minister's Office and residence. The Indian Coast Guard on Tuesday said it was on high alert and had mobilised its vessels and aircraft to respond swiftly to any contingency owing to the cyclone that will bring torrential rain in the two neighbouring states. IMD DG Mrutunjay Mohapatra said that the entire eastern coast from Puri and West Bengal coast is likely to be impacted by the impending cyclone Dana. A depression over the Bay of Bengal is likely to intensify into a severe cyclonic storm and cross the Odisha-West Bengal coasts between Puri and Sagar Island in the early hours of October 25 with a wind speed of 100-110 kmph gusting to 120 kmph, according to the IMD. Odisha, which is likely to bear the brunt of the cyclone, has kept ready around 800 cyclone shelters for people to be evacuated from vulnerable areas, according to a minister. The state's Revenue and Disaster Management Minister Suresh Pujari said officials have so far visited 250 cyclone relief centres where the people will be housed after evacuation. Food, water, medicine, electricity and other essentials are kept in readiness for the people to be evacuated due to the impending cyclone, he said. Apart from 800 cyclone shelters, an additional 500 temporary shelters have been made ready including in schools and colleges. All educational institutions including schools, colleges and universities will remain closed in 14 districts of Odisha from October 23 to 25 in view of the impending cyclone that would hit the state by October 25. West Bengal Chief Minister Mamata Banerjee said her government is ready to face the cyclone. "Schools will remain closed in seven districts from October 23 to 26 as a precautionary measure. We do not want to take any risk. Schools and colleges are sometimes used as shelters for people," Banerjee said in Kolkata. She said that the administration of coastal districts of have been asked to shift all those residing in low-lying areas of these districts. The Indian Coast Guard said in a statement that it is on high alert, with its dedicated personnel and assets ready to provide assistance, rescue and relief. "The ICG has mobilised its vessels and aircraft, positioning them strategically to respond swiftly to any emergency situations," the statement said. Coast Guard personnel are working in coordination with the local administration and disaster management authorities in West Bengal and Odisha to ensure a coordinated and effective response, it added. The ICG deployed helicopters and remote operating stations at Haldia in West Bengal and Paradip in Odisha to broadcast regular weather warnings and safety advisories to fishermen and mariners. The Odisha government sought 10 more additional teams of the National Disaster Response Force (NDRF). "The existing NDRF teams are already on the move to the possible affected districts," Pujari said. This apart, 17 Odisha Disaster Rapid Action Force (ODRAF) teams will be deployed in 10 districts which are likely to be affected by cyclone Dana, Additional Special Relief Commissioner (SRC) Padmanav Behera said. Three other ODRAF teams will be kept on standby. In West Bengal, the NDRF has deployed 13 teams so far to respond to any situation. Advising fishermen not to venture into the sea from October 23 to 25, the IMD warned that wind speed is likely to reach 60 kilometres per hour (kmph) along and off Odisha-West Bengal coasts and gradually increase after that. Pujari said Chief Minister Mohan Charan Majhi has stressed on 100 per cent evacuation of people from vulnerable areas to ensure "zero Casualty" in the impending cyclone. The minister said the government has also prepared a list of pregnant women who are expected to deliver in a fortnight. All those women are being shifted to the nearby hospital in order to avoid any difficulty during the calamity. Replying to a question, the minister said that some people are reluctant to vacate their houses for the reasons of theft. The police have been directed to intensify patrolling in villages where the people will be evacuated to cyclone shelters, he said. Authorities of the Kolkata airport have started preparations to tackle any situation arising out of a possible cyclonic storm that could hit coastal areas of West Bengal and Odisha on October 25, a senior official said on Tuesday. The standard operating procedures such as inspection of the airport infrastructure and the drainage system, checking and servicing of all installations are being carried out, he said. South Eastern Railway has cancelled several mail and express trains connecting West Bengal and Odisha with various parts of the country in view of the impending cyclone, an official said. According to the PTI, the incident occurred on October 14 when Trisha Balu Panbude, a resident of Shravan Nagar, was playing with other children, and she accidentally fell into a vessel in which vegetables were being cooked for a function in the neighbourhood, he said. Bystanders immediately pulled her out, but she had already sustained severe burns and was rushed to a hospital. The police have registered a case of accidental death and launched a probe, the official said. Girl hurt as elevator crashes from first floor at Thane building Meanwhile, in an another, An 11-year-old girl was injured on Monday when an elevator at a residential highrise in Thane crashed from the first floor, officials said.Three other persons inside the elevator escaped unhurt, reported the PTI. The incident occurred in the evening at a 41-storey building located on Pokhran Road No. 1 in Thane after the cable of the lift snapped when it reached the first floor from the ground floor. "The elevator crashed to the ground floor, a Disaster Management Room official said. Emergency response teams, including personnel from the Vartaknagar police station, fire brigade with one emergency tender, and staff from the Disaster Management Cell with a pickup vehicle, arrived swiftly at the scene. All the four persons inside the elevator were rescued safely, the official said, adding that the girl suffered injury to her left leg, the news agency reported. Nagpur firm's owners booked for trying to pass of guard's murder as accident The owners of a private firm in Maharashtra's Nagpur have been booked for allegedly trying to pass off the murder of their security guard by another staffer as an accident, a police official said on Monday. Kamlesh Patel (50), a security guard with Ujjwal Ispat Private Limited in Hingna MIDC, was allegedly murdered by labourer Manohar alias Manoj Bende (42), who was drunk at the time, on October 8, the official said. "The firm's owners Suresh Chandani and Dharmesh Suresh Chandani allegedly tried to pass it off as an accident. We registered a case of accidental death at the time, but a probe found it was murder. According to the PTI, the blast took place at around 9.45 am when explosive material was being filled in bombs in a refilling section of the factory, the official from the establishment said. Among the injured persons, two were in a serious condition and admitted to a hospital. Another worker was missing and was possibly trapped under the debris of the section in which the blast took place, he said. The blast was so powerful that it was even heard by people a few kilometres away, as per eyewitnesses. The Ordnance Factory Khamaria is one of the major ammunition production unit under the Department of Defence Production. More than a dozen workers received injuries in the blast and efforts were on to locate a missing worker, who was possibly trapped under the debris of the building, the official said. A probe has been ordered into the incident and the exact cause behind the blast will be known after completion of the investigation, he said. Fire brigade and security staff of the factory launched a relief and rescue operation, the official added. "A pechora missile was being boiled out at Ordnance factory Khamaria on Tuesday and at around 10:45 an explosion occurred. Four people were working in that building out of which three people were injured who have been shifted to Mahakaushal Hospital. Among the injured, one is critical and the other two are fine who will be discharged after treatment in the next 24 hours. The fourth person is still missing, we are trying to find him," said M N Haldar, Chief General Manager, Ordnance Factory Khamaria, reported the ANI. Speaking about the reason for the blast, the Chief General Manager said that he ordered an inquiry to ascertain the reason. "I have ordered an inquiry to ascertain the reason for the blast. We do such work every day. It is not new for us. The exact reason for the blast will be known after the inquiry. Besides, we will provide all the assistance for the treatment of our employees," he added, the news agency reported. An inquiry committee has been constituted and the reason for the blast will be known after the probe. Setalvad had received an invitation from the organisers to attend the festival in her capacity as producer of the documentary film Cycle Mahesh. A bench of Justices B R Gavai and K V Viswanathan allowed the plea filed by Setalvad. The apex court had in July, 2023, granted her regular bail in a case of alleged fabrication of documents to frame innocent people in the 2002 post-Godhra riot cases. During the hearing on Tuesday, senior advocate Kapil Sibal, appearing for Setalvad, said she had filed an application seeking permission to travel abroad as the apex court had in July, 2023, directed for her passport to be in the custody of the sessions court. "My documentary has been awarded in Amsterdam. I (Setalvad) am seeking your lordships permission to go to Amsterdam from November 14 to November 24," he informed the bench. Solicitor General Tushar Mehta, appearing for the Gujarat government, did not object to the application. The bench said the same conditions, as the ones imposed in August, would apply on Setalvad when her plea to travel to Malaysia was allowed. The top court had on August 20 allowed Setalvad to travel to Malaysia for a conference while directing for her passport to be returned to her. "The petitioner (Setalvad) shall file an undertaking before this court that she will return to India as scheduled and face the trial," the bench said, adding she will have to furnish a solvent surety of Rs 10 lakh to the sessions court's satisfaction. Upon her return from Malaysia, Setalvad shall re-surrender her passport with the trial judge, the court had said further. On July 19, 2023, the apex court quashed the July 1 order of the Gujarat High Court, which had denied bail to Setalvad in the case. It had said that Setalvad's passport, which she had already surrendered, shall continue to be in the custody of the sessions court, and she would not make any attempt to influence the witnesses and stay away from them. The top court had noted the submissions of Setalvad's counsel that the FIR against her was lodged following a judgment by the apex court on June 24, 2022 in the case of Zakia Jafri, who had alleged a larger conspiracy behind the 2002 communal riots and challenged the high court's October 5, 2017 order rejecting her petition against the finding of the Supreme Court-appointed special investigation team. Jafri is the widow of former Congress MP Ehsan Jafri, who was among those killed at the Gulberg Housing Society during the communal riots. Setalvad was arrested a day after the apex court's judgment in the Zakia Jafri case. The FIR against Setalvad and two others -- former IPS officer Sanjiv Bhatt and former DGP R B Sreekumar -- followed the apex court's observation that some people kept "the pot boiling" of the case "for ulterior design" and "all those involved in such abuse of process, need to be in the dock and proceeded with in accordance with the law".
