Uttar Pradesh: 2 Bahraich violence accused suffer injuries in police encounter

Five people accused of killing a 22-year-old man were arrested in Bahraich, Uttar Pradesh, on Thursday, October 17, following an encounter with the police, news agency PTI reported. Two of the accused have suffered gunshot injuries, a senior officer said, adding that the accused were trying to flee to Nepal, which shares a border with Bahraich district.  "Five accused have been arrested. I have information of exchange of fire and gunshot injuries," Additional Director General of Police (Law and Order) Amitabh Yash told a news channel.  Yash, who is also the chief of the Special Task Force of Uttar Pradesh Police, said the Bahraich cops, who are probing the murder and the subsequent violence that broke out in the district following it, has already established the link of one of the accused in Nepal. Director General of Police (DGP) Prashant Kumar said those arrested have been identified as Mohammad Faheen, Mohammad Sarfaraz and Abdul Hameed, Mohammad Taleem alias Sabloo and Mohammad Afzal. Faheem, Sarfaraz and Hameed have been named as accused in the first information report (FIR). According to Kumar, a police team arrested Faheen and Taleem. Based on the information given by them, the team went to recover the weapon used in the murder in the Nanpara area of the district. However, the team was allegedly fired at by Hameed, Sarfaraz and Afzal. In retaliatory firing, Sarfaraz and Taleem were seriously injured, PTI reported. "They are being treated. The weapon used in the murder has been recovered," the UP Police chief said in a statement. The condition of the injured duo is stated to be stable. A doctor at a local health care centre said, "Two people were brought here around 2.35 pm. One of them was named Sarfaraz and the other Taleem. One of them had injuries on his left leg and the other on his right leg. The bullets are still inside their bodies. I have referred them to the district hospital in Bahraich for X-ray and further management. Both are in normal condition." Violence broke out during Durga Puja immersion procession The violence broke out at Maharajganj in the Mahsi tehsil of Bahraich district on October 13 allegedly over loud music being played outside a place of worship during a Durga Puja immersion procession. A local, Ram Gopal Mishra, who was part of the passing group, died of gunshot wounds in the ensuing violence, triggering vandalism and arson in the area with mobs torching several houses, shops, showrooms, hospitals and vehicles. Meanwhile, Rukhsar, the daughter of Hameed, the landlord accused of firing at Mishra, released a video, stating, "Around 4 pm yesterday, my father and two brothers, Sarfaraz and Faheem, and another youth were picked up by the UP STF. My husband and brother-in-law have already been picked up. There is no news of them. We fear that they may have been killed in an encounter. Shortly after the encounter, the Samajwadi Party took to social media, alleging "rampant crimes" in the state and questioned if "riots and encounters" were being staged to divert people's attention from law-and-order issues. "Crimes are rampant in the BJP-Yogi government, jewelery of women, sisters and daughters is being stolen and snatched. Are riots being instigated to divert public attention from these crimes and are encounters being carried out to hush the matter?" the party's media cell posted on X. It also attached a clip of a Hindi news article with the headline: "Chain looted from a medicine trader by goons near a state minister's house in Muzaffarnagar". (With PTI inputs)

Railways reduces time limit for advance train reservation, check details

The Railway Board has reduced the advance reservation period of seats from existing 120 days to 60 days, an official notification said on Thursday. The reduction in time limit for advance train reservations will come into effect from November 1, 2024, it said. "It has been decided that w.e.f 01.11.2024, the existing time limit for advance reservation by trains will be reduced from 120 days to 60 days (excluding the date of journey). All bookings done up to October 31 under the ARP (Advance Reservation Period) of 120 days will remain intact. There will be no change in the case of certain day time express trains like Taj Express, Gomti Express etc where lower time limits for advance reservation are, at present in force. There will also be no change in the case of a limit of 365 days for foreign tourists, a Railway Board's circular, dated Oct 16, 2024, said. The Railway advance reservation period has undergone changes from time to time. Advance Reservation Period has varied from 30 days to 120 days. Based on the experience of various periods, 60 days Advance Reservation Period has been observed as the optimal period from passengers point of view, the officials said, adding that there will be several benefits of 60 days reservation period.  Benefits of 60 days reservation period: - 120 days was too long for planning, resulting in high cancellations and wastage of seats/berths because of passengers not turning up for journeys. - Currently, there is about 21 per cent cancellation and 4 - 5 per cent passengers don’t turn up (no show). - Issues with No-show : In many cases, it is seen that passengers do not cancel their tickets and do not turn up for journeys. And this leads to frauds - such as impersonation etc. Now, this can be prevented. - With longer periods, there was a greater chance of some people blocking the tickets. Shorter periods will encourage more tickets by genuine passengers. - There is no impact on General class tickets as they are purchased just before the journey. - With better visibility of demand due to lesser cancellations and no-show, railways can plan more special trains well in advance.

Supreme Court to hear plea on Jammu and Kashmir statehood restoration

The Supreme Court has agreed to hear a plea calling for the restoration of statehood to Jammu and Kashmir, news agency ANI reported. The request was made on Thursday by Advocate Gopal Shankarnarayan, who sought an urgent listing of the case. A bench led by Chief Justice of India DY Chandrachud confirmed that the matter will be scheduled for a hearing soon.According to ANI, the application, submitted by college lecturer Zahoor Ahmed Bhat and activist Khurshaid Ahmad Malik, urges the restoration of statehood within two months. It highlights that despite the Union government's earlier assurance, no steps have been taken in the 10 months following the Supreme Court's decision on the abrogation of Article 370.This plea was filed in the already concluded case concerning the revocation of Article 370, which the Supreme Court had upheld, ANI stated. The petitioners, represented by Advocate Soyaib Qureshi, expressed concern that the delay in restoring statehood is infringing upon the rights of the people of Jammu and Kashmir and undermining the federal structure, a key part of India’s Constitution. The application further asserts that the failure to restore statehood is gravely affecting the democratic rights of Jammu and Kashmir's citizens. It argues that the peaceful conduct of recent elections in the region shows that there are no security concerns that would prevent the immediate restoration of statehood. The plea warns that if the Court does not intervene soon, it could further damage the country’s federal system and restrict democratic governance in Jammu and Kashmir. The downgrade of the region to Union Territory status has resulted in a diminished form of elected government, which may soon come into effect following the conclusion of assembly elections.Additionally, the petition claims that the ongoing delay violates the fundamental rights of Jammu and Kashmir’s citizens and jeopardises both its democratic structure and territorial integrity. It stresses the importance of restoring the state’s federal relationship with the Union of India, allowing it to retain its autonomy and continue playing a key role in the nation's overall development.   The plea concludes that timely restoration is vital for Jammu and Kashmir's stability and identity within the Indian Union.  (With inputs from ANI)

Nayab Singh Saini was sworn-in today/ PTI

Nayab Singh Saini takes oath as Haryana CM for the second time

On Thursday, Nayab Singh Saini, an OBC leader, was sworn in as Haryana's Chief Minister for the second time at a ceremony in Panchkula. The ceremony was attended by various National Democratic Alliance (NDA) leaders, including Prime Minister Narendra Modi. The ritual took place on Valmiki Jayanti, a special day for the Dalit community that honours the legendary poet-sage Valmiki, author of the Hindu epic Ramayana, reported PTI.  According to the PTI, Saini, who succeeded Manohar Lal Khattar as Chief Minister earlier this year, has guided the BJP to its third consecutive term in the state. Despite doubts about his leadership, Saini led the party to victory in 48 of the 90 assembly seats. His triumph in the Karnal bypoll earlier this year strengthened his leadership position. Saini's cabinet has made major decisions in recent months, including establishing the Haryana Agniveer Policy 2024, which supports Agniveers after they complete their military duty, and increasing the state's Minimum Support Price (MSP) programme for 24 crops, making Haryana the only state in India to do so, the report added. Nayab Singh Saini Emerges from Obscurity to Secure Second Term as Haryana CM Nayab Singh Saini, the low-profile OBC leader, was sworn in as Haryana's Chief Minister for the second time, propelling the BJP to its third consecutive victory in the state. Initially regarded as an improbable contender to succeed Manohar Lal Khattar, Saini has successfully dispelled suspicions by establishing a strong presence in Haryana politics. The BJP won 48 out of 90 seats, with the assistance of three independent MLAs, including Savitri Jindal. Saini, 54, comes from Ambala and has progressed through the party levels over three decades, including serving as a minister in Khattar's government from 2014 to 2019. Saini's promotion in March 2024 occurred at a time when the BJP was facing growing resistance to problems such as unemployment, inflation, and the Agnipath plan. However, Saini soon reversed the party's fortunes by enacting major policies. These include the Haryana Agniveer Policy 2024, which assists Agniveers once they complete military service, as well as the state's decision to purchase 24 crops at the Minimum Support Price. Despite mistrust, Saini's leadership, combined with the BJP's promises of job development and financial assistance for women, appealed to voters. He won the Ladwa assembly seat in the recent elections by a margin of 16,054 votes, solidifying his status as a significant BJP leader in Haryana. With PTI inputs

Resident doctors in Delhi protest outside Banga Bhawan

Delhi resident doctors held a protest outside the Banga Bhawan here on Wednesday, holding posters and banners to demand swift justice for a trainee doctor at Kolkata's R G Kar Hospital who was raped and killed in August. The doctors held a protest around 6 pm, holding banners that read, "In service of others, she gave her life." The Resident Doctors' Association (RDA) of AIIMS, along with other Delhi RDAs, held a candlelight protest at Banga Bhawan, demanding justice for their colleague and extending support to protesting medics in Kolkata. "We stand in unity with our colleagues on hunger strike in Kolkata and urge immediate action from the authorities to ensure justice and safety," said Raghunandan Dixit, general secretary of RDA AIIMS. Another protester added, "We have high hopes from the Supreme Court of India, and we request all authorities and the government to be sensitive to this matter and show urgency in delivering justice to the daughter of the nation '?Abhaya." The protest was announced by the Joint Delhi Resident Doctors' Association (RDA) Action Committee late on Tuesday night. Resident doctors from AIIMS, Safdarjung Hospital, RML Hospital, GTB Hospital, Maulana Azad Medical College, Lady Hardinge Medical College and other city hospitals joined the demonstration. The protest is part of a wider movement that began on August 12 with a pan-India strike against the alleged rape and murder of the trainee doctor and lasted until August 22. It was temporarily suspended after assurances from the Supreme Court that justice would be expedited, a statement said. However, the investigation has "stalled" with no action taken report (ATR) shared publicly, as was highlighted during a recent Supreme Court hearing, it said. The case has brought the issue of healthcare worker safety, especially for female doctors, to the forefront, the RDA said. "We suspended our strike in good faith, trusting the process, but now we feel betrayed," a representative of the Joint Delhi Resident Doctors' Association (RDA) Action Committee said. "The lack of communication and delayed action shows an alarming lack of sensitivity toward our safety concerns," the representative said. During a hearing on August 20, the Supreme Court established a National Task Force (NTF) to address safety concerns, with an interim report expected within three weeks and a final report within two months. Over 50 days have since passed without any report, prompting outrage among resident doctors who feel their concerns are being ignored, the statement said. It claimed the West Bengal government has failed to reassure the agitating junior doctors, many of whom are on a hunger strike. The junior doctors of R G Kar Medical College and Hospital in Kolkata have been protesting against the alleged rape and murder of a colleague on August 9. The incident took place when the trainee doctor had gone to sleep in the hospital's seminar room during a break. The junior doctors went on "cease work" following the incident. They ended their stir after 42 days on September 21 following assurances from the state government to look into their demands. However, they began a hunger strike at the Dorina Crossing in Dharmatala in the heart of Kolkata on October 5, claiming that the government did not fulfil their demands. Some of the demands of the protesters are justice for their colleague, immediate removal of Health Secretary N S Nigam, and formation of task forces to ensure essential provisions for CCTV, on-call rooms and washrooms at their workplaces. Responsibility for damage caused to India-Canada ties lies with PM Trudeau alone

As Canadian Prime Minister Justin Trudeau testified before a Commission of Inquiry, the MEA on Thursday said what it has heard only "confirms" New Delhi's consistent stand that Canada has "presented us no evidence" in support of the serious allegations Ottawa chose to level against India and Indian diplomats. Trudeau on Wednesday acknowledged that he had only intelligence and no "hard evidentiary proof" when he alleged the involvement of Indian government agents in the killing of Khalistani separatist Hardeep Singh Nijjar last year. The Ministry of External Affairs (MEA) issued a statement in the early hours on Thursday in response to media queries related to Trudeau's deposition, some of whose details came out in media reports. "What we have heard today only confirms what we have been saying consistently all along -- Canada has presented us no evidence whatsoever in support of the serious allegations that it has chosen to level against India and Indian diplomats," MEA spokesperson Randhir Jaiswal said in a statement. The ministry further said, "The responsibility for the damage that this cavalier behaviour has caused to India-Canada relations lies with Prime Minister Trudeau alone." Testifying before the public inquiry into foreign interference in federal electoral processes and democratic institutions, Trudeau claimed the Indian diplomats were collecting information on Canadians who are in disagreement with the Narendra Modi government and passing it to the highest levels within the Indian government and criminal organisations like the Lawrence Bishnoi gang. India strongly rejected attempts by the Canadian authorities to link Indian agents with criminal gangs in Canada with official sources in New Delhi even saying that Ottawa's assertion that it shared evidence with New Delhi in the Nijjar case was simply not true. Sources in New Delhi also rejected Trudeau's previous allegations that India was engaging in activities, including carrying out covert operations targeting Canadian nationals in his country. India earlier on Monday expelled six Canadian diplomats and also announced withdrawing its high commissioner from Canada after dismissing Ottawa's allegations linking the envoy to a probe into the killing of Nijjar. The escalation in diplomatic row between India and Canada is a major downturn in already frosty ties between the two nations. The relations between the two countries came under severe strain following Trudeau's allegations in September last year of a 'potential' involvement of Indian agents in Nijjar's killing. New Delhi rejected Trudeau's charges as 'absurd'. India has been maintaining that the main issue between the two countries is that of Canada giving space to pro-Khalistan elements operating from Canadian soil with impunity. Nijjar, who was declared a terrorist by India, was shot dead outside a gurdwara in Surrey, British Columbia, on June 18 last year.
