AAP govt issues circular asking depts not to send files to LG

In yet another confrontation with Lt Governor Najeeb Jung, the AAP government today issued a circular stating that government in Delhi means the one which has been elected, and asked all departments and ministries not to send files to the L-G

New Delhi: In yet another confrontation with Lt Governor Najeeb Jung, the AAP government today issued a circular stating that government in Delhi means the one which has been elected, and asked all departments and ministries not to send files to the L-G.


The circular states that all the files pertaining to government except police, land and public order should not be sent to the Lt. Governor. The move comes few days after Jung called himself the "government of Delhi", which was strongly opposed by Chief Minister Arvind Kejriwal.


The circular issued to all the departments by Delhi Law Minister Kapil Mishra says that the government in NCT means "the elected government in Delhi". A senior government official said the circular has been issued after consultation with several experts.


In his letter to Kejriwal last month, Jung had referred to a Home Ministry order and said 'government' meant the "Lt Governor of the National Capital Territory of Delhi" appointed by the President and that he was sole authority in deciding on major issues including appointment to top positions.
