Nayab Singh Saini takes oath as Haryana CM for the second time

On Thursday, Nayab Singh Saini, an OBC leader, was sworn in as Haryana's Chief Minister for the second time at a ceremony in Panchkula. The ceremony was attended by various National Democratic Alliance (NDA) leaders, including Prime Minister Narendra Modi. The ritual took place on Valmiki Jayanti, a special day for the Dalit community that honours the legendary poet-sage Valmiki, author of the Hindu epic Ramayana, reported PTI.  According to the PTI, Saini, who succeeded Manohar Lal Khattar as Chief Minister earlier this year, has guided the BJP to its third consecutive term in the state. Despite doubts about his leadership, Saini led the party to victory in 48 of the 90 assembly seats. His triumph in the Karnal bypoll earlier this year strengthened his leadership position. Saini's cabinet has made major decisions in recent months, including establishing the Haryana Agniveer Policy 2024, which supports Agniveers after they complete their military duty, and increasing the state's Minimum Support Price (MSP) programme for 24 crops, making Haryana the only state in India to do so, the report added. Nayab Singh Saini Emerges from Obscurity to Secure Second Term as Haryana CM Nayab Singh Saini, the low-profile OBC leader, was sworn in as Haryana's Chief Minister for the second time, propelling the BJP to its third consecutive victory in the state. Initially regarded as an improbable contender to succeed Manohar Lal Khattar, Saini has successfully dispelled suspicions by establishing a strong presence in Haryana politics. The BJP won 48 out of 90 seats, with the assistance of three independent MLAs, including Savitri Jindal. Saini, 54, comes from Ambala and has progressed through the party levels over three decades, including serving as a minister in Khattar's government from 2014 to 2019. Saini's promotion in March 2024 occurred at a time when the BJP was facing growing resistance to problems such as unemployment, inflation, and the Agnipath plan. However, Saini soon reversed the party's fortunes by enacting major policies. These include the Haryana Agniveer Policy 2024, which assists Agniveers once they complete military service, as well as the state's decision to purchase 24 crops at the Minimum Support Price. Despite mistrust, Saini's leadership, combined with the BJP's promises of job development and financial assistance for women, appealed to voters. He won the Ladwa assembly seat in the recent elections by a margin of 16,054 votes, solidifying his status as a significant BJP leader in Haryana. With PTI inputs

Dhananjay Munde's wife's car collides with bus on Solapur-Pune highway

Maharashtra cabinet minister Dhananjay Munde's wife's car collided with a bus on Solapur-Pune road, the officials said on Thursday, reported the PTI. She escaped unhurt after a car she was travelling in hit a private bus on Solapur-Pune road on Thursday morning, the officials said. The incident took place at around around 5 am near Sortapwadi on Solapur-Pune highway, an official from Uruli Kanchan police station said, as per the PTI. "As the speed of the private bus reduced, the car hit the bus from the rear side, causing a minor accident. Mrs Rajshree Munde escaped unhurt in the accident," the official said, according to the PTI. The Ajit Pawar-led Nationalist Congress Party (NCP) leader Dhananjay Munde holds charge of the state agriculture department. Further details will be updated.   (with PTI inputs)

Resident doctors in Delhi protest outside Banga Bhawan

Delhi resident doctors held a protest outside the Banga Bhawan here on Wednesday, holding posters and banners to demand swift justice for a trainee doctor at Kolkata's R G Kar Hospital who was raped and killed in August. The doctors held a protest around 6 pm, holding banners that read, "In service of others, she gave her life." The Resident Doctors' Association (RDA) of AIIMS, along with other Delhi RDAs, held a candlelight protest at Banga Bhawan, demanding justice for their colleague and extending support to protesting medics in Kolkata. "We stand in unity with our colleagues on hunger strike in Kolkata and urge immediate action from the authorities to ensure justice and safety," said Raghunandan Dixit, general secretary of RDA AIIMS. Another protester added, "We have high hopes from the Supreme Court of India, and we request all authorities and the government to be sensitive to this matter and show urgency in delivering justice to the daughter of the nation '?Abhaya." The protest was announced by the Joint Delhi Resident Doctors' Association (RDA) Action Committee late on Tuesday night. Resident doctors from AIIMS, Safdarjung Hospital, RML Hospital, GTB Hospital, Maulana Azad Medical College, Lady Hardinge Medical College and other city hospitals joined the demonstration. The protest is part of a wider movement that began on August 12 with a pan-India strike against the alleged rape and murder of the trainee doctor and lasted until August 22. It was temporarily suspended after assurances from the Supreme Court that justice would be expedited, a statement said. However, the investigation has "stalled" with no action taken report (ATR) shared publicly, as was highlighted during a recent Supreme Court hearing, it said. The case has brought the issue of healthcare worker safety, especially for female doctors, to the forefront, the RDA said. "We suspended our strike in good faith, trusting the process, but now we feel betrayed," a representative of the Joint Delhi Resident Doctors' Association (RDA) Action Committee said. "The lack of communication and delayed action shows an alarming lack of sensitivity toward our safety concerns," the representative said. During a hearing on August 20, the Supreme Court established a National Task Force (NTF) to address safety concerns, with an interim report expected within three weeks and a final report within two months. Over 50 days have since passed without any report, prompting outrage among resident doctors who feel their concerns are being ignored, the statement said. It claimed the West Bengal government has failed to reassure the agitating junior doctors, many of whom are on a hunger strike. The junior doctors of R G Kar Medical College and Hospital in Kolkata have been protesting against the alleged rape and murder of a colleague on August 9. The incident took place when the trainee doctor had gone to sleep in the hospital's seminar room during a break. The junior doctors went on "cease work" following the incident. They ended their stir after 42 days on September 21 following assurances from the state government to look into their demands. However, they began a hunger strike at the Dorina Crossing in Dharmatala in the heart of Kolkata on October 5, claiming that the government did not fulfil their demands. Some of the demands of the protesters are justice for their colleague, immediate removal of Health Secretary N S Nigam, and formation of task forces to ensure essential provisions for CCTV, on-call rooms and washrooms at their workplaces. Responsibility for damage caused to India-Canada ties lies with PM Trudeau alone

As Canadian Prime Minister Justin Trudeau testified before a Commission of Inquiry, the MEA on Thursday said what it has heard only "confirms" New Delhi's consistent stand that Canada has "presented us no evidence" in support of the serious allegations Ottawa chose to level against India and Indian diplomats. Trudeau on Wednesday acknowledged that he had only intelligence and no "hard evidentiary proof" when he alleged the involvement of Indian government agents in the killing of Khalistani separatist Hardeep Singh Nijjar last year. The Ministry of External Affairs (MEA) issued a statement in the early hours on Thursday in response to media queries related to Trudeau's deposition, some of whose details came out in media reports. "What we have heard today only confirms what we have been saying consistently all along -- Canada has presented us no evidence whatsoever in support of the serious allegations that it has chosen to level against India and Indian diplomats," MEA spokesperson Randhir Jaiswal said in a statement. The ministry further said, "The responsibility for the damage that this cavalier behaviour has caused to India-Canada relations lies with Prime Minister Trudeau alone." Testifying before the public inquiry into foreign interference in federal electoral processes and democratic institutions, Trudeau claimed the Indian diplomats were collecting information on Canadians who are in disagreement with the Narendra Modi government and passing it to the highest levels within the Indian government and criminal organisations like the Lawrence Bishnoi gang. India strongly rejected attempts by the Canadian authorities to link Indian agents with criminal gangs in Canada with official sources in New Delhi even saying that Ottawa's assertion that it shared evidence with New Delhi in the Nijjar case was simply not true. Sources in New Delhi also rejected Trudeau's previous allegations that India was engaging in activities, including carrying out covert operations targeting Canadian nationals in his country. India earlier on Monday expelled six Canadian diplomats and also announced withdrawing its high commissioner from Canada after dismissing Ottawa's allegations linking the envoy to a probe into the killing of Nijjar. The escalation in diplomatic row between India and Canada is a major downturn in already frosty ties between the two nations. The relations between the two countries came under severe strain following Trudeau's allegations in September last year of a 'potential' involvement of Indian agents in Nijjar's killing. New Delhi rejected Trudeau's charges as 'absurd'. India has been maintaining that the main issue between the two countries is that of Canada giving space to pro-Khalistan elements operating from Canadian soil with impunity. Nijjar, who was declared a terrorist by India, was shot dead outside a gurdwara in Surrey, British Columbia, on June 18 last year. Home Ministry seeks report on series of bomb threats to airlines

The Ministry of Home Affairs on Wednesday sought a report from the Ministry of Civil Aviation on a series of bomb threats to various airlines across the country, reported the ANI. In the last 48 hours, around 13 bomb threats have been received by various airlines on domestic and international routes, all found to be hoaxes. According to the ANI, a senior official has confirmed that MHA has instructed the Ministry of Civil Aviation, Central Industrial Security Force (CISF), Bureau of Civil Aviation, National Investigation Agency (NIA) and Intelligence Bureau (IB) to submit a report on bomb threats that have been received recently. "Senior officials of MHA have instructed all concerned security agencies in the aviation sector to prepare a report on the matter and submit it at the earliest. The investigation will be monitored by the central intelligence agency to find out if it was a conspiracy to damage the reputation Indian aviation sector," said the official, as per the ANI. The official further said that they have also alerted cyber units to be on alert and track the social media accounts posting threats. Most of the accounts that have posted threats were found to be operated from outside the country. They have got these accounts suspended as soon they come to notice, the ANI reported. On Wednesday, several flights continued to receive bomb threats. A Mumbai to Delhi IndiGo flight was diverted to Gujarat's Ahmedabad following a security threat, the officials said. The IndiGo flight 6E 651 was isolated upon landing, ensuring the safety of all passengers and crew on board. In an official statement, IndiGo airlines said, "Flight 6E 651, operating from Mumbai to Delhi, was redirected to Ahmedabad due to a security-related alert. The aircraft was isolated, and all passengers were safely disembarked. Ensuring the safety and security of our customers and crew remains paramount in all facets of our operations. We worked closely with the relevant authorities, and standard operating procedures were followed. We sincerely regret any inconvenience this situation may have caused our customers and appreciate their understanding." Another IndiGo flight, 6E 074 from Riyadh to Mumbai also received a bomb threat following which the flight was diverted to Muscat in Oman. A Spicejet flight SG116 from Darbhanga to Mumbai received a bomb threat via social media platform. The flight landed at Mumbai airport on priority basis, the officials said. Another Spicejet flight SG124 from Leh to Delhi also received a bomb threat via social media and the flight later landed at Delhi, the officials said. In an another incident, an Akasa Air flight QP 1335, flying from Delhi to Bengaluru on October 16, 2024, and carrying 174 passengers, 3 infants and 7 crew members on board, received a security alert, the airline said. SC raps Punjab, Haryana over stubble burning

The statue’s traditional blindfold has been removed, symbolizing transparent… pic.twitter.com/XBePehNg7k — IANS (@ians_india) October 16, 2024 CJI, two other SC judges to hear marital rape case tomorrow  The Supreme Court will begin hearing pleas on Thursday regarding whether a man should retain legal protection for forcing his wife, who is not a minor, to engage in sexual intercourse with him, news agency PTI reported.  A bench comprising Chief Justice of India (CJI) DY Chandrachud, Justices JB Pardiwala, and Manoj Misra announced on Wednesday, October 16, that the hearings will commence on Thursday. The hearing is significant in light of the Centre's opposition to a plea seeking the criminalisation of marital rape, PTI stated. The Centre has argued that classifying sexual acts by a husband against his wife as "rape" could severely disrupt conjugal relationships and lead to serious challenges within the institution of marriage. Senior Advocate Karuna Nandy, representing some of the petitioners, brought the pleas to the bench's attention at the end of Wednesday's proceedings, as they could not be addressed during the day. "Marital rape will be the first matter on the agenda; we will begin tomorrow," stated the Chief Justice. When Solicitor General Tushar Mehta, representing the Centre, requested a postponement, the Chief Justice replied, "This matter is fixed on the agenda; let us start tomorrow. It has been mentioned several times in the past for urgent hearing." Under the exception clause of Section 375 of the Indian Penal Code (IPC), which has now been repealed and replaced by the Bharatiya Nyaya Sanhita (BNS), sexual intercourse or sexual acts by a man with his wife — provided the wife is not a minor — are not classified as rape.  Even under the new law, Exception 2 to Section 63 (pertaining to rape) states that "sexual intercourse or sexual acts by a man with his own wife, the wife not being under 18 years of age, is not rape." On 16 January 2023, the Supreme Court (SC) sought the Centre's response regarding a series of petitions challenging the IPC provision that protects husbands from prosecution for forcible sexual intercourse if their wives are adults, PTI stated. On May 17, the court issued a notice to the Centre concerning a similar plea that questioned the BNS provision on this issue. BNS, along with the Bharatiya Nagarik Suraksha Adhiniyam and the Bharatiya Sakshya Adhiniyam, came into effect on July 1, replacing the IPC, Code of Criminal Procedure, and the Evidence Act, respectively.  "We need to resolve the matters concerning marital rape," the bench stated. The Centre has indicated that the issue carries both legal and social implications. One of the cases is an appeal filed by a woman following a split verdict by the Delhi High Court on May 11, 2022, regarding this issue. In the split verdict, Justices Rajiv Shakdher and C Hari Shankar agreed to allow the petitioners to appeal to SC, noting that the matter involved substantial questions of law that required a definitive ruling from the highest court. Parliament building made on Waqf land: AIUDF chief Badruddin Ajmal

All India United Democratic Front (AIUDF) Chief Badruddin Ajmal on Wednesday sparked a controversy claiming that the Parliament building and the areas surrounding it in the national capital have been built on the Waqf property, news agency ANI reported.Speaking to reporters on Wednesday, October 16, Ajmal claimed that the area around Vasant Vihar up to the airport has been built on Waqf property."There are voices and a list of Waqf properties across the world is out: the Parliament building, surrounding areas, and periphery around Vasant Vihar up to the airport have been built on Waqf property. People also say that the airport has been built on Waqf property," the AIUDF chief said."It is bad to use the Waqf land without permission. They will lose their ministry very soon over this Waqf Board issue," he added.Meanwhile, Members of Parliament (MP) from the Opposition have written to Lok Sabha Speaker Om Birla, alleging "gross violation" of the parliamentary code of conduct during the meeting of the Joint Parliamentary Committee on Waqf (Amendment) Bill 2024, ANI stated.The MPs alleged numerous violations of the parliamentary code of conduct and rules of procedure by Committee Chairperson Jagdambika Pal during the panel meeting held on Monday, October 14, in New Delhi. Opposition MPs write to Lok Sabha Speaker over Waqf Bill "The proceedings of the committee were conducted in a biased and partisan manner by Chairperson Jagdambika Pal. The invitation extended to (former chairman of the Karnataka State Minorities Commission) Anwar Manippady to depose evidence before the committee by the chairperson is not within the scope and ambit of the Committee," the letter stated.The opposition MPs also claimed that a note titled 'Presentation on the Waqf Bill 2012 based on Karnataka Waqf Scam Report 2012' contained no observations on the Waqf Bill but only "politically motivated allegations" against leaders of the Karnataka Congress, including party chief Mallikarjun Kharge, reported ANI."At the beginning of his remarks, Manippady circulated a note titled 'Presentation on the Waqf Amendment Bill 2012 based on Karnataka Waqf Scam Report 2012' to the committee members. The note contained no observations on the Waqf (Amendment) Bill, 2024. Instead, it was full of politically motivated allegations against leaders of the Karnataka Congress, including Mallikarjun Kharge, Leader of Opposition (Rajya Sabha). Despite vehement protests by several committee members that Kharge occupies a constitutional position of high dignity and is not present in the meeting, the witness was allowed to speak by the Chairperson. Further, he refused to provide adequate time to committee members to lodge their protests," read the letter."The Chairperson's decision to allow the witness to continue speaking goes against basic rules of procedure as outlined in 'Rules of Procedure and Conduct of Business in Lok Sabha' (MN Kaul and SL Shakdher). The rules clearly state that matters which are sub judice, cannot be discussed incidentally. Further, the position of Leader of Opposition is a position of high dignity as defined by Kaul and Shakdher. Subsequently under Rule 353 of the Rules of Procedure and Conduct of Business in Lok Sabha, defamatory or incriminatory allegations cannot be made against any person unless the member is given adequate advance notice," the letter read.The opposition MPs in the letter also stated that the Members of the Committee were deprived of their fundamental right to voice their concerns and thoughts in a space which is expected to operate with the highest alignment to democratic values."We believe that it is imperative to infom you of the situation, as it not only involves an insult to the Leader of Opposition, Rajya Sabha, but paves a way for a marked departure from the spirit of bipartisanship and dignity expected from a parliamentary committee," read the letter. Heated debate over Waqf Bill, 2024 The letter further stated, "We request your immediate intervention in the matter, and expect you to remind the Chairperson of the Committee of his duty to be bipartisan and uphold parliamentary norms. It will be very difficult for Members of Parliament across party lines to continue working on the Joint Parliamentary Committee in the current partisan and politically motivated environment."The Joint Parliamentary Committee meeting on the Waqf Bill at Parliament Annexe, witnessed a heated exchange between ruling party MPs and opposition MPs, leading to an intense debate and the opposition MPs staging a walkout of the meeting.However, opposition MPs, who previously walked out on Tuesday alleging the use of abusive language from a BJP MP and biased behaviour returned to participate in the meeting again. The opposition MPs who had walked out of the meeting earlier in the day also alleged that the Chairman of the committee Jagdambika Pal was being biased on many issues and not giving instructions to BJP/NDA MPs.The opposition MPs had earlier on Monday also walked out of the JPC meeting on Waqf Bill over allegations made by Anwar Manippady, former Chairman of the Karnataka State Minorities Commission and the Karnataka Minorities Development Corporation.According to the MPs, Manippady deviated from the agenda of the meeting and made a series of allegations against the Karnataka Government and levelled allegations against Congress president Mallikarjun Kharge. Maharashtra Assembly election: Mahayuti making false promises, says Congress

All India Congress Committee (AICC) state in-charge Ramesh Chennithala accused the Mahayuti government of "misleading" people and making "false promises" a day after the Maharashtra Assembly election schedule was announced, news agency ANI reported.Chennithala was speaking to media in Delhi after attending a meeting of the Congress screening committee, called to likely decide the candidates for the upcoming Maharashtra Assembly election.The state in-charge said that several topics were discussed on Wednesday, October 16. "We will have to chair one more meeting. A CEC (Central Election Committee) meeting will be there after this," he said.Chennithala also lashed out at the Eknath Shinde-led National Democratic Alliance (NDA) government, saying, "The Mahayuti (alliance) is giving fake promises to people. They were in power for a long time but until now they did not take any decisions. Now as the Maharashtra Assembly election is coming, how come the cabinet took 200 decisions? They (Mahayuti) are trying to mislead the people, they don't have to implement this [promises] so they are making false promises."After the meeting, Leader of Opposition (LoP) in Maharashtra Assembly and Congress leader Vijay Wadettiwar also hit out at the Mahayuti government, stated ANI. "Every state is being looted and wealth is being deposited in Gujarat. Delhi Police registers FIR, begins probe in threat messages to airlines

The Delhi Police has registered an FIR in connection with bomb threats to flights and launched a probe into the matter, official sources said on Wednesday, reported the PTI. Several domestic and international flights in the last couple of days received bomb threats leading to emergency landings and diversions. According to sources, an FIR has been registered at the IGI airport police station as different flights received the threats through a social media handle in the last two days, as per the PTI. A Bengaluru-bound Akasa Air flight with more than 180 people on board returned to the national capital following a bomb threat. These aircraft were scheduled to fly to different countries and states, a police officer said. In the past two days, nearly a dozen Indian flights, including some international flights, received bomb threats but nothing suspicious was found in the planes. The Delhi Police said the number of FIRs may increase. Meanwhile, the issue of multiple hoax threats to various airlines came up before a parliamentary committee on Wednesday as the civil aviation secretary told parliamentarians that the accused are being identified and action will be taken against them, the news agency reported. The Ministry of Home Affairs on Wednesday sought a report from the Ministry of Civil Aviation on a series of bomb threats to various airlines across the country, reported the ANI. According to the ANI, a senior official has confirmed that MHA has instructed the Ministry of Civil Aviation, Central Industrial Security Force (CISF), Bureau of Civil Aviation, National Investigation Agency (NIA) and Intelligence Bureau (IB) to submit a report on bomb threats that have been received recently. "Senior officials of MHA have instructed all concerned security agencies in the aviation sector to prepare a report on the matter and submit it at the earliest. The investigation will be monitored by the central intelligence agency to find out if it was a conspiracy to damage the reputation Indian aviation sector," said the official, as per the ANI. The official further said that they have also alerted cyber units to be on alert and track the social media accounts posting threats. Most of the accounts that have posted threats were found to be operated from outside the country. They have got these accounts suspended as soon they come to notice, the ANI reported.
