Mumbai Crime Branch DCP Raj Tilak Roushan, an IPS officer of the 2013 batch, has emerged as the frontrunner in the Mid-Career Training Program (MCTP) conducted at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad. The program, spanning from September 4 to September 29, witnessed the participation of 92 IPS officers from the 2008-2016 batches.

Roushan, with an outstanding score of 88.25%, secured the top position during the intensive training phase. Notably, the distinguished officer holds a prestigious B.Tech degree from IIT Kharagpur in Electronics and Electrical Communication and Engineering (E&ECE).

Understanding MCTP

MCTP, rooted in the recommendations of the Satish Sawhney Committee, consists of three comprehensive training phases designed for the holistic development of IPS officers. The program includes the Level-I Leadership Development Programme for SsP (3 weeks), Level-II Management Development Programme for DsIG (2 weeks), and the Level-III Strategic Management Programme for IsGP (1 week). Initiated at the SVP National Police Academy in 2002, MCTP was introduced to ensure officers possess the necessary knowledge, skills, and attitudes to effectively fulfill their roles.

Emphasizing the critical nature of officers' roles, the Ministry of Home Affairs made attendance at the MCTP a mandatory requirement for promotions and the drawing of the next increment at various stages in an officer's career.
