Mumbai: Victim claims cops refused to file her rape complaint

A 19-year-old girl was forced to shunt between two police stations for over a day just to lodge a complaint of sexual harassment. She had lodged it at the Amboli police station as she stays in the area now. However, they transferred it to Khar for action, as the area where the crime occurred comes under their jurisdiction.

But the Khar police refused to accept it. They finally accepted it, after she approached the Crime Branch. The girl’s nightmare began when the first sexual offence occurred in Goa, where she hails from, and where she used to work as a model.

However, convinced by the accused, who had told her he would get her work, she had shifted to Bandra where he maintained physical relations with her, after promising marriage. She then moved to Amboli, where she first tried to lodge the complaint.

The accused, Firoz Khan, with the victim

The Amboli police registered the complaint on Wednesday but transferred the case to Khar police, as the crime had occurred under their jurisdiction. But Khar police refused to receive it. Finally the victim approached Crime Branch (Unit-IX). They took the accused into custody yesterday, after which, late in the evening, Khar police received the complaint.

“The Khar police did not receive my complaint. They sent me back to Amboli police. It is only after I approached the Crime Branch that they accepted my complaint,” the girl said.

The crime
According to Amboli police, in February 2015, the accused, Firoz Khan, (34), a Bandra resident who is a real estate broker, went to Goa along with his friends. There he befriended the victim. Since then he went to Goa at regular intervals to meet her.

During one such interaction Khan promised to marry her, then regularly maintained physical relations with her. Around April-May the girl came to Mumbai, as Khan had promised her a flat on rent, and some modelling assignments.

She did not get any modelling assignments but Khan maintained a physical relationship with her at the rented flat in Bandra. About one and half months ago she shifted to Amboli in Andheri after finding a job in a call centre, the police said.

Married man
Khan kept on delaying her request to meet his parents under some pretext or the other. However, three days ago the girl learnt the truth about him when she called his mother.

The lady told her that Khan was already married and had two children. Distraught, the 19-year-old lodged a complaint at Amboli police station against Khan alleging rape and unnatural sex.

The police booked Khan under Sections 376 (rape) and 377 (unnatural sex) of the IPC. Since the incident occurred under Khar police jurisdiction, the Amboli police registered 00/15 CR and transferred the case to Khar police station.

Police speak
DCP Satyanarayan Choudhary of Zone IX said, “When we lodge such a complaint, the police take immediate action. But if the girl has faced such a problem at the Khar police station, and has any complaints, we will take action against the concerned officers.”
