Mumbai weather updates: City swelters at 34 deg C; AQI remains 'good'

Mumbai's skyline was obscured by haze, as temperatures rose on Wednesday. According to the Mumbai weather updates of the Indian Meteorological Department (IMD), the Colaba observatory recorded a maximum temperature of 34.8 degrees Celcius. Santacruz observatory, the Met department data showed, recorded a temperature of 34.4 degrees.  According to the latest Mumbai weather updates by the IMD, the maximum temperature will likely be around 36 degrees Celsius. Meanwhile, the minimum temperature is likely to be around 24 degrees Celsius. The relative humidity is 90 per cent and the wind speed is 3.7 km/h. The sun rose at 06:35 AM and will set at 06:10 PM. The IMD’s latest Mumbai weather updates have forecasted a "generally cloudy sky with light rain or drizzle" for the city and suburbs over the next 24 hours. Mumbai weather updates: City's AQI remains 'good' On October 23, the Central Pollution Control Board’s SAMEER app reported in its latest Mumbai weather updates that the city’s air quality was in the 'good' category, with an Air Quality Index (AQI) of 59 at 9:05 AM. Unlike its streak so far, many areas across Mumbai—per the SAMEER app dashboard—showed 'good' AQI. However, Bandra Kurla Complex's AQI slipped further into the 'moderate' category, at 108.  Meanwhile, Byculla and Ghatkopar recorded 'good' air quality, with an AQI of 53 and 46, respectively. Colaba recorded 'good' air quality, with an AQI of 43. Borivali recorded an AQI of 53. According to data from the SAMEER app, Navi Mumbai recorded air quality in the 'good' category with an AQI of 82, while Thane registered a 'good' AQI of 79. The air quality index from 0 to 100 is considered 'good', 100 to 200 'moderate', 200 to 300 'poor', 300 to 400 'very poor' and from 400 to 500 or above 'severe'. Meanwhile, as air pollution levels continue to rise in Mumbai, the Brihanmumbai Municipal Corporation (BMC) has revised guidelines issued last year for construction sites. The civic body will also form squads at the ward level to visit construction sites and act if guidelines are flouted. Sensor-based air pollution monitoring systems will be installed at all construction project work sites and immediate action to be taken if pollution levels are detected above the limit.

India's aviation sector remains on high alert as a new wave of bomb threats has impacted 77 more flights from early Tuesday morning until press time. Airlines such as Vistara, Air India, Akasa Air, and Indigo have been affected, prompting authorities to enforce stricter security measures at airports nationwide. Passengers are now subjected to more rigorous security screenings. Since Monday, (October 14) the total number of flights targeted with bomb threats has surged to 191. When a flight receives a bomb threat, a series of urgent and coordinated procedures are initiated to ensure the safety of passengers, crew, and the aircraft. Eknath Shinde-led Shiv Sena releases first list of candidates, check full list

Maharashtra Chief Minister Eknath Shinde-led Shiv Sena has released its first list of 45 candidates for the upcoming Maharashtra assembly elections 2024 which are to be held on November 20. Another cabinet member, Dada Bhuse, will contest from the Malegaon Outer assembly constituency in Nashik district. Ministers Uday Samant and Tanaji Sawant have been fielded from Ratnagiri and Paranda, respectively. Another prominent leader Sada Sarvankar will fight the polls from Mahim in Mumbai.The party has also fielded kin of several leaders. From Rajapur, it has given ticket to Kiran Samant, brother of minister Uday Samant.  Manisha Waikar, wife of Shiv Sena Lok Sabha member from Mumbai North-West Ravindra Waikar, has been fielded from Jogeshwari (East), while Abhijit Adsul, son of Sena leader and former Union minister Anand Adsul, will contest from Daryapur in Amravati district. Vilas Bhumre, son of Chhatrapati Sambhajinagar (Aurangabad) Lok Sabha member Sandipan Bhumre, will contest from Paithan. As per the list released late Tuesday night, the ruling party has re-nominated almost all the MLAs who backed Shinde when he led a revolt against the then chief minister Uddhav Thackeray in June 2022. With this, the Shiv Sena has become the second major political party to release its list of candidates for the state assembly polls. Its ally BJP released a list of 99 candidates on Sunday. On October 18, after the recent announcement of the Maharashtra assembly elections 2024, Shiv Sena convened a meeting with its office bearers on Friday. In the meeting, there was a strong push for Chief Minister Eknath Shinde to be presented as the face for the chief ministerial position, which signals the party's strategy as it prepares for the upcoming Maharashtra assembly elections 2024, reported ANI. Shiv Sena party leaders chanted slogans in support of Eknath Shinde as Chief Minister, collectively asserting that the saffron flag should continue to wave proudly, reported ANI. Shiv Sena leader and MP Shrikant Shinde convened the meeting. Senior Shiv Sena leaders Milind Deora, Ravindra Waikar, Manisha Kayande, Rahul Shewale, and others were present, reported ANI. This comes as Maharashtra prepares for a single-phase election on November 20, with counting set for November 23. Both the ruling Mahayuti alliance and the opposition Maha Vikas Aghadi (MVA) -- comprising the Shiv Sena (UBT), NCP (Sharad Pawar faction), and Congress -- have intensified their preparations for the upcoming elections to 288 Assembly seats in the State. The BJP is part of the ruling Mahayuti alliance alongside the Shiv Sena (Eknath Shinde faction) and Ajit Pawar-led NCP. Those with 20-35 marks in SSC maths, science can continue education: SCERT

Students in Maharashtra’s state board schools who score between 20 and 35 marks in mathematics and science will soon be allowed to advance to junior college thanks to the revised State Curriculum Framework (SCF), released by the State Council of Educational Research and Training (SCERT). While many have welcomed this move, some educationists are concerned that it may impact the quality of education in the long run. According to sources, the changes to the SCF are expected to take effect from the academic year 2025-26. However, the SCERT director has stated that they are still working on the details and will soon issue a Government Resolution (GR) that will officially declare the timeline for implementation. The new framework offers two options for students who struggle with these core subjects: they can either reattempt the exam to improve their marks or progress with an SSC certificate that includes a special section acknowledging their partial success in mathematics and science. File Pic/Atul Kamble This updated provision aims to provide relief for students who have traditionally faced academic challenges in mathematics and science. Many students have historically been held back in their educational journey due to poor performance in these subjects, leading to stress and academic stagnation, the state school education department stated. Flexibility for SSC students The new rules particularly benefit students who do not intend to pursue careers that require a strong foundation in mathematics or science. These students can now leave these subjects behind and continue with their academic careers, potentially focusing on areas where they have greater strengths and interests. “It’s one of several changes made after carefully analysing the gaps in the previous syllabus and trends in student performance,” said a senior official from the school education department. Long-standing challenges This reform seeks to address the problem of educational stagnation for students who struggle in their Std X exams, particularly in mathematics and science. Officials say the new policy is designed to help students avoid academic limbo caused by difficulties in these subjects. This subject was designed for students who are not inclined towards higher-level mathematics, but fewer students have been opting for it. “The revised framework is meant to alleviate the pressure on students and allow them to focus on subjects that align with their interests and future goals. Not every student needs to excel in mathematics or science to be successful,” the official added. Official Speak Speaking with mid-day, SCERT director Rahul Rekhawar explained the motivation behind the changes. “Many students fail their SSC exams due to difficulties in maths and science, and this failure pushes them out of the education system. They often have no choice but to enter informal work sectors. The SSC already has an ATKT-like system, allowing students who fail in two subjects to move to Std IX, provided they clear those subjects before passing Std IX. They get two chances—once in June and again in March. If students fail in three subjects and collectively need 20 marks to pass, they receive grace marks. Still, many students still drop out due to failure in maths and science, and this prevents them from pursuing ITI or vocational streams,” he said. He added, “Students who excel in languages or the humanities are held back because of their performance in maths and science. This revision gives them a chance to move forward and pursue interests in higher education.” Educators and activists react Criticising the move, well-known activist and educationist Heramb Kulkarni made a sarcastic remark, saying that if the state government was willing to promote students with just 20 marks, they might as well hand over SSC certificates along with birth certificates. Kulkarni said, “The government is slowly killing competitiveness among students. Offering easier maths, simplifying exams, and now this. Have they analysed the long-term impact of these changes? This will gradually lower the quality of education. I think the government should reconsider this decision.” Sushil Shejule, president of the organisation Aamhi Shikshak, stated, “Forcing students to study subjects they have no interest in and then seeing their careers stall due to low marks is unfair. This change is a relief for students and parents alike.” Hanif Kanjer, director of the Rustomjee Group of Schools, said, “This will greatly benefit students who wish to pursue the humanities or arts in the future. It allows them to continue their studies without being held back due to low marks in mathematics.” New options for students under new SCF Re-examination: Students who score less than 35 but more than 20 marks in mathematics or science can re-attempt the exam to improve their scores if they wish. SSC certification with remarks: Students who choose not to reattempt the exam can move on to junior college with a certificate that includes a specific remark, acknowledging their limitations in mathematics and science. This will allow them to pursue courses that do not require a strong background in these subjects. What does the new framework say? Students who struggle with the core subjects can:1. Reattempt the exam to improve their marks, or2. Progress with an SSC certificate that acknowledges their partial success in maths and science, but adds that they cannot pursue streams with the two subjects.

Maharashtra elections 2024:Mahayuti trio battle for Mira-Bhayandar seat

All three political parties in the Mahayuti alliance took nomination forms for the Mira-Bhayandar Assembly seat on Tuesday, the first day of form distribution. The seat has not yet been allocated to any party, and all three have staked their claim by taking forms. On Tuesday, a total of 38 nomination forms were distributed for the Mira-Bhayandar Assembly seat. “Of these, four were taken by BJP, three by Shiv Sena, and one by NCP, while nine were distributed to independent candidates,” said an Election Commission official. No party from Maharashtra Vikas Aaghadi has taken any forms yet. Geeta Jain won the seat in 2019 as an Independent after failing to secure a BJP ticket, defeating BJP’s Narendra Mehta by 15,526 votes. After her victory, she supported the MVA government and later joined Shinde’s Shiv Sena after the previous government collapsed in 2022. The BJP announced its first list of 99 candidates on Sunday, October 20, but no candidate was mentioned for the Mira-Bhayandar seat. Shiv Sena and NCP have yet to declare any candidates in Maharashtra. Narendra Mehta, who won the seat in 2014, is interested in contesting it again for BJP and is hopeful his name will be announced soon, according to a close associate. Geeta Jain is also interested in running again and has already begun her campaign. “She proved herself by winning as an Independent. The BJP has committed the seat to her, but if it goes to Sena, she may contest under their banner,” said a senior associate of Jain.

Locals, activists raise concerns with BMC over concreting of Bandra Fort garden

Several Bandra residents, activists and people from other areas too, have written a letter to the BMC which was handed over to the H/ West office on Tuesday and emailed to officials concerned from the H/West ward and the Garden Department, raising concerns about “increased concretisation work and reduction of greens observed at the Bandra Fort garden, next to the 17th Century Heritage Bandra Fort”, their letter, with 80 signatories, stated at the outset. Excerpts from the communication went on to say that, “This has increased the heat, making it difficult for citizens who were frequent visitors to this once-upon-a-time cool and shady garden. The garden was recently opened to the public in the first week of October with restricted timings. We are shocked to see the drastic reduction of greenery and the concreting work in the garden. The new garden is designed in a completely unsustainable way and is anti-nature.” The letter cites what it says are a number of changes made to the garden, like: the once green lawn (near the waterfront promenade) has been replaced with concrete tiles in which the blazing heat of the sun is glaring to one’s eyes, the lack of shade in the waterfront promenade, the once bushy patch next to the main amphitheatre stage has been replaced by a concretised structure which has increased the heat in the amphitheatre.” There are other concerns like, “the lotus pond upstairs has been removed.” The letter goes on to talk about the huge amounts spent on all this, and instead of bringing down temperatures it provides very little shade. A simple solution the letter said, was, “to ‘increase’ the number of indigenous trees that will result in cooling the area even better with more fruit-bearing trees to attract birds; increasing the number of shrubs, bushes, flowering plants, adding garden seats in the lawn without addition of concrete would have been more cost-effective, economical, and aligning with Mumbai’s Climate Action Plan.” There are several suggestions towards the end of the letter one of which is to “restore it to the original look/layout” and, “to consult citizens before executing such projects by uploading the detailed plan on the BMC website, giving us one month to respond on whether we approve or object to the plan because such projects involve taxpayers’ money.” Their letter was accompanied by some ‘before’ and ‘after’ pictures with captions to illustrate their points. The other side A senior BMC Garden Department official stated, “We have not added any concrete or undertaken any extensive concreting work, taking away from the green. Some parts needed a little repair and that has been done. We are committed to adding green, even seeing to it that more shrubs are given in the area for optimal greening.”

New wave of bomb threats impacts 77 flights on Tuesday

India's aviation sector remains on high alert as a new wave of bomb threats has impacted 77 more flights from early Tuesday morning until press time. Airlines such as Vistara, Air India, Akasa Air, and Indigo have been affected, prompting authorities to enforce stricter security measures at airports nationwide. Passengers are now subjected to more rigorous security screenings. Since Monday, (October 14) the total number of flights targeted with bomb threats has surged to 191. A senior Bureau of Civil Aviation Security (BCAS) official said, “We received two waves of threats today (Tuesday) one was during the wee hours of the morning while the other wave was in the evening. The number of flights which received threats in the morning were 31 and in the evening 46 bringing the number to 77 rural threats.” The official added, “This is becoming more and more concerning as the number of threats is increasing day by day. The exponential growth in the number of threats each day is stressing out and fatiguing the system in place.”  “We know that 99.99 per cent of the threats will turn out to be fake. But no one wants to take a chance with the remaining 0.01 per cent cases as well. That is why despite strict pre-departure security checks at Indian airports, we take bomb threats very seriously, knowing fully well that most will turn out to be fake,” an official of the Ministry of Civil Aviation (MoCA) told mid-day. Asangba Chuba Ao, Joint Secretary of the Ministry of Civil Aviation, said, “This (hoax bomb threats) is something that is being looked into very seriously by the aviation regulator. They are working towards finding solid solutions.” What after bomb scare? Once a bomb threat is reported, the Central Industrial Security Force (CISF) is immediately informed as per the protocols of the Bureau of Civil Aviation Security (BCAS). The Bomb Threat Assessment Committee (BTAC), which includes members from both BCAS and CISF, then evaluates the credibility of the threat. They determine whether the threat is specific or non-specific. During the assessment, they verify the medium through which the threat was communicated—whether by email, call, or message—and investigate the origin of the threat. If the threat is classified as non-specific, no further inspection is required. However, if it is deemed specific, a thorough inspection is conducted. Grounded planes are moved to an isolated bay, and passengers are deboarded if they are on the aircraft. If the plane is airborne, the pilots coordinate with Air Traffic Control (ATC) to trigger an emergency landing at the nearest airport. The bomb disposal squad, along with sniffer dogs, thoroughly checks the aircraft, including all passenger luggage and cargo, which is also scanned through X-ray machines. Once the aircraft is declared safe, normal operations resume.

Election officers to track ‘cash flights’ ahead of polls

Election officers will closely monitor non-scheduled flights to and from Mumbai to track potential cash flow to candidates and political parties ahead of the upcoming Assembly election. A meeting of all security and vigilance agencies was held at the BMC on Tuesday, where instructions were issued to keep a strict watch on the movement of cash, liquor, and other freebies, especially in constituencies vulnerable to such practices. Ahead of the 2024 Assembly election, all investigative and enforcement agencies related to law, order, and financial matters in Mumbai attended the meeting. During the session, civic chief and district election officer Bhushan Gagrani instructed authorities to take direct action in suspicious cases involving money exchanges, drug smuggling, the sale of gold or silver, liquor, and hawala transactions, particularly in sensitive constituencies. BMC Commissioner Bhushan Gagrani addressing the meeting Gagrani also directed the Airport Authority of India to regularly provide information about 'non-scheduled flights' to the Mumbai police and the Income Tax Department. He instructed the Regional Transport Office (RTO) to set up a dedicated control room and urged all agencies to appoint nodal officers to ensure effective coordination. Officials from the Income Tax Department, State Excise, Directorate of Enforcement, Revenue Intelligence, central and state GST departments, Directorate General of GST Intelligence, Customs, State Level Bankers' Committee, Narcotics Control Bureau, Financial Intelligence Unit, as well as representatives from the RBI, Coast Guard, Railway Protection Force, Central Industrial Security Force, Airports Authority of India, Civil Aviation Security, and Mumbai Police, were present at the meeting. Gagrani further emphasised the need for joint teams from the relevant agencies to be deployed at checkpoints across Mumbai. These teams will closely monitor the city’s borders, ports, beaches, airports, and other transportation hubs.

Maharashtra assembly elections 2024: Allies borrow candidates from BJP

You may have the seat and our candidate, too. The BJP is adopting this policy to find a way out for resolving a seat-sharing stalemate. On Tuesday, one of its ex-ministers joined the Ajit Pawar faction of the Nationalist Congress Party, and the other will join the Shiv Sena (Shinde) on Wednesday to be its official candidate. The constituencies the two exports will contest have gone to the BJP allies. BJP leader and Sindhudurg-Ratnagiri MP, Narayan Rane's son Nilesh, also an ex-MP, will be Shinde Sena's official candidate in Kudal in Sindhudurg district. He will be entering the Sena on Wednesday. The BJP also gave its former cabinet minister Rajkumar Badole a green signal two formally shift to Ajit Pawar's NCP, which will field him from Morgaon Arjuni in Gondia district. Badole was inducted into NCP on Tuesday. There have been talks of the BJP loaning some candidates to its allies in Mumbai, too.  With the elder son's nomination, Narayan Rane will have his two sons, a sitting MLA, Nitesh (the younger one) and Nilesh (Assembly debutant) fighting the Shiv Sena (UBT). The father had lost Kudal in 2014 as a Congress nominee to the undivided Sena, but Nitesh had won from the neighbouring Kankavali from the Congress. Nilesh lost two successive Lok Sabha polls. The Ranes quit the Congress and formed their party, which was merged later with the BJP.  Narayan Rane was elected as BJP's Rajya Sabha MP and made a Cabinet minister. He won the Lok Sabha elections in 2024 beating Sena (UBT). The arrangement for Nilesh is also a result of the good rapport the father enjoys with CM Eknath Shinde, who had also left the Lok Sabha seat for his former Sena (undivided) colleague. Nilesh's nomination from the Sena will also save the BJP's allegations of nepotism and dynasty politics. In the case of former social justice minister Badole, Ajit Pawar and his associate Praful Patel are in favour of fielding Badole, a Buddhist, from Arjuni Morgaon because he had lost by less than 1,000 votes to Manohar Chandrikapure, also a Buddhist, of the undivided NCP. Amit Thackeray set for Assembly debut from Mahim

MNS president Raj Thackeray’s son Amit Thackeray will be making his debut in the Assembly elections this year. The party announced his candidature from Mahim Tuesday night. For the neighbouring Worli, Sandeep Deshpande has been nominated. It is to be seen what the two factions of the Shiv Sena do, especially in Mahim where Amit will be making his debut. In 2019, MNS had given a pass to Aaditya Thackeray’s first electoral battle in Worli. It is said that Uddhav Thackeray will reciprocate in Mahim this year. However, MNS has put up a strong candidate in the form of Deshpande in Worli. The party declared its first list of 45 candidates. The MNS first list has nominees for 18 seats in Mumbai, making it a multiparty tussle. It also named candidates in Thane, Kalyan, Pune, Vidarbha, north Maharashtra and other parts of the state. Sitting MLA Raju Patil will lead the party’s challenge in Kalyan rural. Avinash Jadhav will be in Thane to challenge the BJP. This time around, Raj Thackeray has been appealing to the people to vote for his party to make it one of the ruling parties. MNS will be contesting in November without being part of any alliance though it had supported Mahayuti in the Lok Sabha elections. In 2009, its first solo run had given MNS 13 MLAs. In the outgoing House, the MNS has just one legislator. Uddhav Thackeray was the first from the family to become a CM in 2019. He got elected to the Upper House later. His son Aaditya made his Assembly debut from Worli in the 2019 state elections that the Sena had fought in a pre-poll pact with the BJP.
